Do you think TWD show has been better without the major villains (Governor and Negan) or with them? Do you think the show is meant to have a main antagonist or not really?

And why?

I personally have liked it more when they are around. Maybe it’s because Governor and Negan have both been great antagonists for different reasons imo.
