Viewers don't see the walkers as a big threat anymore after 8 years of them being killed with ease. If you look at the larger picture though, the herds will keep growing until there are no humans left. As they plow through settlements they add to their army. Humanity has adapted by leading herds around so that one never gets close to them. When our group comes across walkers, us viewers assume they can always either outfight them or divert the herd somehow, so we don't feel threatened. We should acknowledge though, that while not a threat on their own, they become a huge threat when humanity seeks to use a herd as a weapon.
But we all know the real threat is other humans. We never felt as powerless as we did with Negan due to the size of his group. They made walkers seem like a non-issue. But Rick conquered the only real human threat left in their territory, and took all their people. He knew where, when and how to strike through scouting Negan and his crew. Afterwards, seemingly no other rogue groups form. We assume at this point we will always win encounters against other rival human groups (if there are any) due to the size of the combined three kingdoms's army + integrated saviors, so other human groups aren't too threatening as long as we're fortified.
"So we're fairly sure zombies and humans both are not much of a threat anymore, and you want us to fear borderline-cavemen?" The Whisperers should be feared more than any other group simply because they combine the advantages of the threats these groups pose while removing the disadvantages. They can lead herds wherever they want. They know no humans will come near the herd so they can safely stalk from a distance. They are armed, and camouflaged within an unstoppable army. They cannot be scouted, and can scout you at any time without having to hide.
The biggest thing people are not considering is how this discovery affects the mindset of the humans living in this world. Any and all walkers now become an immediate threat to them, no matter how far away. At any point, any walker could whip out a weapon and kill them. Any walker in the distance could be someone doing recon. Until every walker is dead, many in the group will always be paranoid. This also makes herds significantly more dangerous as the whisperers control where the herd goes. Recon missions now become much harder. They will be going through ammo much quicker. The whisperers are the most intelligent enemy we've faced yet - just introducing themselves instills fear in the group that will bleed them of their supplies as they try to kill all walkers that come near.
