Does Mike's introduction make any sense to anyone that hasn't seen Breaking Bad?

He's a tollbooth operator with a bit of an attitude, turns out he has some training when he attacks Saul. Then all of a sudden he's a point of view character?

I've seen Breaking Bad, but I think I'd be very confused if I hadn't.
