I haven't seen this mentioned anywhere before. I've read speculations here that it could be because of dragons, or magic, or the unusually long, brutal and uneven winters. None of those are the reason, I think. It's the maester's fault.
Watching Sam interactions in Oldtown with maesters, you can see that this group of higher learning individuals with access to all of the knowledge in Westeros, is actively stifling innovation and advancement. These people are stuck in their ways and anyone who threatens the status quo, is shunned and kicked out of their group. See Qyburn and possibly Sam in the near future. It's a peer review on steroids.
Found a cure for greyscale? Forget it, doesn't work cause one maester ended up with it.
The biggest threat the world has ever seen? Don't worry, nothing major will become of it. We're still here right?
We don't ask questions here nor bother to learn from those before us. What we know, is what we know, and that's the way is has been and that's the way it'll always be. Oh, and go write a book on current events that no one will ever read. This is the way of the Westeros maesters.
