Has Gabriel completed his arc? [spoilers]

Pardon me if this observation has already been made.

Gabriel was, when Rick & Co. found him, a cowardice man whose selfishness cost the lives of the community he was commissioned to serve. He locked himself in the church, closing the doors on people who were every bit worth saving (and whom he was obligated to save). In the most recent episode we see Gabriel do the complete opposite, and forfeit his prospect of safety in order to save someone who is markedly not worth saving. He found himself among a herd of walkers, banging on doors, desperate for them to open.

It may also be worth mentioning that he once again finds himself locked in a shelter so as to avoid walkers, alone if not for the company of his tormentor (self-resentment/ guilt, and now Negan).
