The first thing I'd do is construct raised planting beds out of all the plywood they have for better irrigation and pest control. And dig up the best dirt in the field, and make fertilizer with compost and everybody's crap. Then add that in the beds.
It's very frustrating to me that out of all the people in the stadium, nobody had any farming knowledge or even critical thinking to figure out that planting in the ground = crops dieing. It's totally a plot device, and didn't represent what people would truly do with the available resources.
