Or does winter bring them?
In the show, whenever we see the Walkers they are accompanied by an aura of extreme cold, darkness, and windy whiteout blizzards. Jon aptly says of the Night King, "he brings the storm." Here's why I think there may be a different explanation.
I don't believe there ever been a time where we were shown for sure that winter is caused by the White Walkers. After all, they've existed in the Lands of Always Winter for eight thousand years, and winters have come and gone since then as normal. This current winter is unique in that the magic they are fueled by is stronger than ever before, and has amplified them (and winter). They do not cause winter per se.
I believe that the White Walkers are "following" the magical aura of Winter (Great Other) that is converging on the world. Another way to look at is when it's summer, the magic of the Lord of Light converges on the world, bringing heat and sunny weather.
When dragons came back into the world, the scales of magical power were tipped and as a result this winter will be more severe, to balance things out again. The White Walkers are simply riding the wave, having bided their time for 8000 years and now being strong enough to attack. They had to wait for winter to come and the Great Other's magic to be stronger, and it's worked out quite well so far (RIP Viserion and Wall).
I have a feeling that if they were able to bring the Wall down in the Summer it would be a very different story. Presumably, they could. It's still cold North of the Wall, and wights/White Walkers don't decompose or melt that we know of. The mortal army would have visibility and not have to deal with the cold and hunger that comes during winter conditions. If only that could be the case.
Unfortunately we're in another Long Night now so we don't have those advantages. Food, cold and morale will all be huge issues. But I really believe the army of the living can still roll over the AotD with coordination and discipline. Just imagine burning hay balls like in Troy, fire catapults, wildfire traps set at strategic choke points, and armies in formation with proper weapons. And their trump card, the dragons.
They have a strong chance, if they whittle away at them and then just do a full strength charge straight for the Night King.
