"Can't be traced, can't be tracked"

As Jimmy hands the phone to the interested guy he tells him "can't be traced, can't be tracked and will keep you clean as a whistle." Why did Jimmy tell him to use it "once per" and then sell multiple phones to people if the phone couldn't be traced, tracked and would keep you as clean as a whistle? Or am I just having a dumb attack here.
