How do House Arryn and the Vale stay ”neutral” in the War of the Five Kings? The War of the Five Kings was a civil war, not a war between foreign countries. In a civil war, there is no “neutral”. You‘re either with the ruling government or with the rebels. If you declare yourself neutral, you are essentially saying that you are an independent party with the power to make the decision to be neutral. And if you do that, you’re also in rebellion. When a civil war breaks out, everyone that doesn’t declare independence is automatically with the ruling government.
If we apply that to the Seven Kingdoms, that means that when the Five Kings war breaks out, everyone that didn’t declare independence or put forth a claim to the throne (essentially Vale & Dorne) is automatically with the Iron Throne. My understanding is that when House Arryn declared itself neutral, it basically declared independence but chose not to do anything with that independence except protect its own borders. How come the Iron Throne under Tywin & Joffrey never ordered House Arryn to call its banners? If a Lannister host crossed north through the Vale to fight the Starks, would the Arryns have denied entry? The main reason the Arryns were able to stay neutral was Littlefinger’s manipulation, but in all reality what was stopping the Iron Throne from either ordering the Arryns to contribute to the crown’s war effort or treating them like just another enemy combatant?
