I haven't read the books, so I don't quite got the whole picture, but the Iron Island make no sense to me, enlighten me if I'm wrong.
They started pretty good it seems, they built Harrenhal, so they had a strong hold of the mainland and Harren had ambition to conquer more of it, until Aegon made them kneel.
But what was the point? Do they even pay tribute to the crown? Do they even believe in currency? They have fallen a lot from grace and now they are just pathetic pirates and raiders. I believe they did pay taxes or why would Balon Greyjoy even rebel? But taxes from what? The thing they steal? Who even trades with them?
Their way of life is completely unsustainable. They shouldn’t be alive in the first place. “The Iron Islands are small, barely-fertile rocks with few safe harbors.” How do they even feed that many sailors? How do they get all the wood to build their ships? Do they just steal everything?
Aren't the mainlanders tired of their raids? Why Tywin didn't exterminate them for attacking Lannisport like he did with the Reynes and Tarbecks? “A Lannister always pay his debts”. Why don't finish the job during the Siege of Pyke? Why he or any other Lord would want to keep them around?
