It’s something I’ll never understand.
Shane is very much a character where you either love or hate him and there’s no doubt he’s done a lot of questionable things but the dude is nowhere near as bad as Negan.
Shane’s sins
• Sacrificing Otis
Although this does have positive aspects to it as he saved 3 lives for the price of one.
• Assaulted Lori
No defending this but let’s not forget Negan essentially forces multiple woman to marry him and would’ve done the same to Maggie.
• Tried to kill Rick
Remove Lori from season 2, that doesn’t happen, manipulation at its finest.

Then when you take a look at Negan
As previously alluded to
• Forces women to marry him
• Executes people in brutal fashion and takes pride in doing it through photos, his general demeanour and taunts to other members of the group (Rosita)
• Tortures his own people for punishment
• Embarrasses Rick time and time again (I just slid my dick down your throat and you thanked me for it)

Probably more but yeah, long story short, Negan is way worse than Shane and if you’re someone who despises Shane, Negan probably shouldn’t be anywhere near as popular as he is.
Side note, Maggie has every right to want him dead.
