[Spoilers] What do you think is the dumbest decision/decisions made by any character?

Outside of season 7 and 8, I would say that it would be when Cersei entrusts the High Sparrow with as much political power as she did and then acted surprised when he betrayed her. Cersei is usually more intelligent and tactical when it comes to political decisions.
