If the Mountain could just demand trial by combat if he were ever on trial...

Wouldn't that mean he's basically one of the most powerful men in Westeros because nobody could beat him? Yes, I know about Oberyn but the question's basically the same. Is there a scenario in which the lawmakers would eventually go "Okay, you only get five trial by combats, you're maxed out, Gregor!"
