Theory ties in with the saying "There must always be a Stark in Winterfell."
We as audience first witness the birth of the 1st White Walker. The ritual was made in the center of some sort of symbols, which scatter through scenes throughout the series. This circle of stones serve as a calling for the same ritual to be made again. Another sacrifice. Another sightseer. Maybe another stark with greenseeing power? After thousands of years, the original Night King has grown tired of his burden/crown and calls for a replacement. They marches South in seek for a capable candidate to reign in the far North. The Starks must have this replacement in line once the White Walker marches south to insure that they go no further than Winterfell, hence the saying.
We also notice the White Walkers always spare a person to go spread the words. This serves a purpose. The one that is spared supposes to report sighting of this symbol to the people in charge. This has not been mentioned anywhere. People see this symbol as a threat, instead of a call for help.
Tl;dr: Night King gets tired, calls for a replacement. People misinterpret this as a declaration of war. Discussion?
