I've seen multiple discussions about whose head might be included in Alpha's line but let's settle it and make a complete list. Months later when they hopefully do this in the season finale, we can come back and see how many we got right.
For the purpose of this:

There is no guarantee the show version will have the same number of characters and infact thinking about it 12 named characters seem a lot.

Don't include Rick, Maggie, Regina and Jesus. They will all be leaving the show before this point. (According to TSDF)

I'll give you a list of all the characters that are currently alive on the show who aren't confirmed to be leaving it before this moment, as well as the upcoming characters so it'll be easier to make a list.

Of course, keep in mind that this list might include characters we're yet to be introduced and that we don't even know we'll be introduced to as of now, but let's go with known characters.
Alexandria Safe-Zone:
- Michonne, Aaron, Tara, Rosita, Judith, Gabriel, Scott, Siddiq, Magna, Yumiko, Luke, Connie, Kelly, Barbara
Hilltop:
- Enid, Alden, Bertie, Kal, Eduardo, Marco, Earl, Tammy
Kingdom:
- Carol, Ezekiel, Jerry, Nabila, Dianne, Henry
Sanctuary:
- Eugene, Laura, D.J., Jed, Potter, Norris, Frankie, Tanya, Amber. (Frankie and Amber haven't appeared in S9 yet, so they might be out of the show already.)
Oceanside:
- Cyndie, Beatrice, Kathy, Rachel
Others:
- Daryl, Jadis/Anne, Georgie, Midge, Hilda
Sooo... I'll go first. Might change my mind after I post this but let me go with these for now:

Yeaaah I'll leave it at 9 named characters, honestly probably even that's a lot. They might add some random unnamed extras. What do you think? What's your list?
