From my research here's how many people I think are left in each community, just as a warning these are upper estimates as I think it's more plausible if the communities were larger:
By Season 9 The Sanctuary seems pretty barren .Due to military defeat after military defeat, General attrition from the war, the infestation of the sanctuary that killed scores of workers and the extermination of every outpost the original population has been completely slaughtered .Of the 500+ soldiers and workers before the war I'd hazard a guess that ~150 people maybe even less are still alive.
The Hilltop Colony probably lost the least during the war having somewhere below 100 people before The War broke out but I'd assume a fair amount of people would've died from the reanimated wounded people when the Saviors attacked in Episode 13. During Gregory's execution there were ~45 people present so they are confirmed alive but I'd guess there are people who don't want to see an execution so maybe somewhere around 75 to 80 of the original survivors are still kicking.
In The Kingdom out of the original ~150 people 50+ were massacred when the M2 Browning shredded their fighters leaving them with just 100 people or less however I'd guess that total is lower as they lost people when the wounded reanimated in the Hilltop. Though it's good to keep in mind most these people left are young, old or otherwise not fit for fighting
Alexandria originally had 110+ people but after the Wolves, Horde, Fighting in the war, Attack by the Saviors and Garbage People ,Savior bombing and Savior attack at Hilltop the losses have been piling up . ~55 Alexandrians have died on screen but I'd put the death estimate higher and guess that there are at best 45 or 50 of them left maybe even less, however this may be inaccurate because Alexandria has the magical ability to generate red shirts from nowhere and I wouldn't be surprised if this ability spread to every other community so the show-runners have more Red Shirts to kill.
The Oceanside is easy to gauge as they haven't really lost anyone other than Natalia and of course all the men and boys that were killed by the Saviors off-screen. From what we've seen of them the Oceanside's population sits at a pretty decent ~70 people which would mean they had a pretty big population before the Saviors wiped the men out.
And Finally there's The Garbage People with out of an original 150 people there's just 1 person left, Anne, after they lost fighters when they betrayed Rick at Alexandria and were finally exterminated by Simon in Episode 10
[TL;DR]
By the Start of Season 9:
Sanctuary= <150
Hilltop= ~75
Kingdom= <100
Alexandria= <50
Oceanside= ~70
Junkyard= 1
Total= ~440
Just to give some perspective ,Before All Out War:
Sanctuary= >500
Hilltop= ~100
Kingdom= >150
Alexandria= 60-70
Oceanside= ~70 (IDK how many they had before the Saviors killed all the boys or men but I'd hazard a guess it's something a couple dozen higher than the Kingdoms former population)
Junkyard= ~150
Total= ~960 possibly 1000 (500-650 for saviors ,390-540 for the militia (Depending on Junkyard allegiance)
