Why does Netflix Narcos disclaimer say, " Any similarity to name, character, history of any person is entirely coincidental and unintentional". When they have made the show based on real people?

They even use names like

Pablo Escobar who was a real person and some of things shown in the TV show have been done by him.

Isn't the disclaimer false then? How does the law allow them to have a untrue disclaimer?
