Victor ran into Gale's apartment, was seen, and told Mike. Mike almost certainly tells Gus, who kills Victor.
Later, Hank is talking with his friend in APD, and he hands Hank an almost perfect drawing of Victor, based off witness descriptions. Hank says he doesn't recognize the guy, puts the drawing down, and it's never mentioned again. Why include this scene? To reinforce that this is the reason Gus killed Victor.
If Hank had seen Victor hanging around El Pollo Hermanos, he would've put two and two together, and that would've been it for Gus.
