Veserion the Ice Dragon breathes blue fire not because he is "ice" but because he is a decomposing dragon and produces methane rather than the normal combustible salts that gives normal dragons orange flames.
Also notice how there are no fires started by the blue flames that continue being blue. Its like when you gas cooker has a blue flame but if you light paper with it, that flame turns orange.
