Is it possible that the Civic Republic is actually surviving officials from the pre outbreak American government? They have huge resources at their disposal including military vehicles and standardised equipment and uniforms plus multiple helicopters including Chinooks.
Bonus material from Fear the Walking Dead had a radio broadcast in which the broadcaster claimed that the government had left DC and "taken to the sky" as part of Operation NOAH. This could have been the rantings of a conspiracy theorist but it's just possible that operation NOAH was real and formed the basis of the Civic Republic.
Perhaps they could be headquartered in Mount Weather (it's actually a real place for any fans of The 100) which is a nuclear fallout shelter in Virginia and a Continuity of Government facility run by Homeland Security designed to accommodate the president and cabinet and other senior officials. It has sleeping facilities, a water reservoir, crematorium, hospital, offices and it's own cinema. Pretty much a whole underground town.
