Before we start I am m=not counting the zombie teenagers at the school in season 2. They all looked like they were practically adults by that time the tragical zombified.
I get that in the beginning a lot of kids probably got eaten/killed in ways they couldn't come back from, but that doesn't excuse that besides the little girl zombie we see at the beginning of TWD and the handful of kids we see at the prison after the Governors people join, there should e far more children than there are. And I know there will be those who are mercy killed by their parents to save them horrid deaths, but those would be far fewer than expected.
Parents are shown to sacrifice themselves for their children, and kids are faster and more agile, and capable of hiding in smaller places that adults can. They adapt far quicker than grown ups do in dangerous situations (unless sheltered like the few in Alexandria). At the beginning they would have been the most protected and the first ferried to safety during evacuations. Far more kids and tweens should have survived that appear in the show.
My long and rambling point is though it was likely because they couldn't afford more than a few child actors they could have used short adults in costume for zombie kids, and had one off kid characters with extras in the background unspeaking rolls.
