He was introduced in the very first episode of BCS. But after season 1 he faded away. Last season they explained his absence where Hector gets that call about Tuco trying to break out of some prison and getting captured again. Basically confirming that he is not coming back.
I get the feeling that the writers had initially planned a bigger role for him but he opted out after season 1. That's a pity. Tuco was brilliant in Breaking Bad and absolutely hilarious in BCS (that scene where Jimmy negotiated with Tuco to break the kids' legs is amazing).
I wish we at least see a cameo of him in season 4/5 of BCS.
