Why did Gus have dealers who sold his product in Albuquerque? [mild spoilers]

Much of the third season's plot was driven by Gus' dealers who sold his meth from their car in Albuquerque. They were responsible for Combo's death in season 2, as well as Tomas Cantillo's death in season 3, which drove the storyline of Walt/Jesse falling out of favor with Gus when Walt bulldozed over the dealers with his Aztek.

My question: why does Gus have guys selling so close to his meth manufacturing headquarters? As Hank discussed earlier in the show, the blue meth was found elsewhere in the southwest, but not nearby (nowhere in New Mexico), to try to convince the DEA that nothing was happening in Albuquerque, to stay under the radar.

What's the motivation for a couple of low-level dealers making relative chump change a few miles from the meth manufacturing capital of the country?

(1) Gus wants to get his share of every market possible (except other cities in New Mexico, I guess)

(2) It was an oversight on Gus' part that some of his dealers were working locally

(3) Something else I'm probably overlooking

It's not exactly a plot hole, but in my latest binge session, I kept thinking about this story arc during the middle of the series, and I can't think of a "perfect" explanation which the show's creators can usually provide for other parts of the series.
