Sorry if this is an obvious conclusion that has been rehashed a million times or something, but.. my theory is:
Chuck hates electricity because Jimmy got an online degree -- he sees the way that electricity makes things very easy for most other people as symptomatic of a society that facilitates people's carelessness, because he's a guy who places extreme importance on due diligence
