Has the group completely forgotten the things they've learned?

I have decided to watch this show again after having watched TWD back in the day but stopping halfway through season 6 as it was coming out.

Now as I am re-watching and reached the halfway point of S4 I've noticed how many people believe that the zombies are still people on the inside and that they still have some of the old them in them, Lizzy for example. Why doesn't the group tell them about what they've learned at the CDC, they all act like "well that might be the case, I don't know" while they literally learned that there is nothing left of who they were before after they die. Its like they have decided to completely ditch the CDC information so that people can make stupid decisions later on.

Am I the only one who has noticed this? Because now that I've seen it happen a few times it kind of annoys me.
