I know it's easy to hate on Chuck, and I've always thought his actions towards Jimmy are completely unreasonable.
But I'm starting to think, that perhaps not... We only see Jimmy how he is now. Apart from a couple of flashbacks, we don't really know Slippin Jimmy that well. At least, not in the same sense that we know Jimmy McGill. We get to see Jimmy McGilly on a personal level - we see his affections, his desires, his dislikes etc.
Apart from knowing that Slippin Jimmy was a con, and knowing about a couple of his offences - we don't get to see much more into that character. If he's anything like Saul - he's probably not exactly a nice guy.
Someone who does know Slippin Jimmy quite well though, is Chuck.
Now Chuck is a highly regarded, prestigious lawyer. He is a partner at one of the biggest law firms in Albuquerque. As Jimmy said last episode "Chuck knows everyone at the Bar association - hell he even made half their careers'."
His younger brother on the other hand, is a wreckless piece of shit con artist. That's exactly what Slippin Jimmy was. He conned people out of money.
One thing we know he did, was take a shit through someones sunroof, whilst their kids were in the car.
Just actually let that sit in for a minute. Imagine your kids, sitting in your car, and a man exposes himself in front of your children and does a shit through the sunroof. That's pretty fucked up.
Now Chuck had to go defend, and likely pull several strings, for this sleezy con-artist, who was being charged as a sex offender. This would have been absolutely mortifying for Chuck. To be such a big name in law, have your brother commit such atrocities, and then have to defend him. It's a complete embarrassment.
Then you find out this same conartist, has done an online course and is now a lawyer. How could you possibly trust him to uphold the law. You couldn't. And after finding out that he illegally tampered with your legal documents, and once again completely embarrassed you - you'd be completely 100% convinced that he shouldn't have a law license.
And the thing is, he's right. Jimmy shouldn't have a law license. Jimmy might no longer be conning people like he was, but he still doesn't like to play by the rules. We've seen he's clearly willing to bend the law (even with the Sandpiper case). Regardless if he only bends the law for moral reasons, and as a lawyer it is completely unethical. At Davis and Maine, he was disobedient when he aired the commercial - and disliked doing things by the book there. And we know what he does when he becomes Saul Goodman.
TL:DR Chuck doesn't hate Jimmy - he just knows he shouldn't be practicing law, and he's right. It's just that when we're shown it from Jimmy's perspective, we don't see the full story (Slippin Jimmy days) and it seems like Chuck is an unreasonable ass.
