Does anybody feel like The Governor was just a darker version of Shane and shown how Shane would’ve became later on?

I feel like The Governor is a darker version of Shane in many ways, the way they think, their survival skills, etc. Does anyone feel the same or do you think Shane was darker than The Governor?
