[NO SPOILERS]Does Tyrion actually say the line "A Lannister Always Keeps His Promise"? I can't seem to find it, double-checking for a project.

I had request for some custom artwork and the client wants the phrase "A Lannister Always Keeps His Promise" with an attribution to Tyrion. I can't find this actually being said by Tyrion however. Does anyone know if he actually says this? I just want to make sure the client is not mis-remembering the line. Thanks for your help!
