I know from the comics Negan is a coach/teacher. The show is often very different from the comics, and that's a good thing. I think the backstory here should be different for the show.
Here is how I think Negan and the savior's backstory should be explained in the show if it is ever revealed.
I think Negan and the saviors were a biker gang before the apocalypse. Think about it. Negan and several of his people wear standard biker outfits. The SAVIORS sounds like a name for a biker gang. They even have a whole stash of motorcycles at Sanctuary. Little Timmy and the Dick Brigade used motorcycles to confront Daryl, Sasha, and Abraham.
Negan was the leader of the Saviors consisting of probably about 10-30 people. Simon and Arat must have been in it and were probably Negan's best friends. That is why they are his lieutenants now. When the apocalypse hit, the Saviors found the place they now call Sanctuary. Since then, they have continued to bring in lots of people and Negan has kept his leader turned dictator role.
