Idea about the walker virus

So a lot of people bring up the points that at the beginning of the outbreak the military and world would easily be equipped to deal with walkers and that there wouldn't be that any given that you a. need to die of natural causes or murder to turn or b. need to be bitten even though everyone already has the virus. People also like to bring up that since everyone already has the virus that the bite only kills them because of the amount of bacteria present in the rotting corpse. But then this would mean a bite could probably be treated with capable doctors in the groups and it also means if a bite was given by a fresh zombie it would probably not have an effect. I think my idea of how the virus might work could possibly address both of these concerns. Of course it's all speculation and I like that the show never reveals too many details about the virus itself.

I think that perhaps the walker virus effects people differently which can be explained by a. some people are less naturally immune to it than others like you might see in real world diseases or b. everyone has a different "amount" of it. Either of these explanations bring me to my next point that in the early days of the outbreak there were mass deaths of those who were weaker against the effects of the walker virus and everyone alive in the show now has stronger natural defenses against it so that they can tolerate it in small amounts. This could also explain how a bite will still infect people when everyone is already infected. It simply overwhelms them. It would explain why a bite has such uniform unique symptoms that I don't think you'd see if it was just bacteria in the walker's teeth that killed the victim.

If there were mass deaths at the beginning of the outbreak it could explain how the world was overwhelmed by it and unable to respond to the quickness of it.

I don't know if there material I'm forgetting that contradicts my theory or if Fear The Walking Dead (I haven't watched it) show something different. I think though it could be consistent with what we know so far about it.
