[SPOILERS] Varys: "I've always hated the bells, they ring for horror. A dead king, a city under siege". Davos, a King's Landing native: "I've never known bells to mean surrender". Possibly worth investing in some horns to avoid confusion?

Tyrion noted they rang for weddings, Malthus thought they were proclaiming the arrival of the true King Stannis. Who knows what people were thinking was happening when they rang after Tywin's death. Seems like it is unnecessarily confusing to have the ringing of bells mean multiple things, particularly when the messages could be directly contradictory, like 'we're under attack, grab your weapons and man your posts' and 'we're under attack, surrender and lay down your weapons'.
