Did Tyrion plan to kill his father after his escape? He did not expect to find Shae in the room and it did not occur to him to equip a weapon until after he strangled Shae. Seems to me he wasn't fully prepared to do the killing and he had something else in mind.
Also, I may have missed it during the show but who was in charge of Casterly Rock? All the main Lannisters were at Kings Landing or somewhere else.
