[Spoilers] Can someone who claims to be King but is currently not King, issue a royal prerogative to legitimatize a bastard?

In S5E2, Stannis tells Jon that if he bends the knee, Stannis will make him a Stark.

However does Stannis even have this power while not being King or even Warden of the North?
