Just wanna throw this out there...
JDM plays Negan a lot more straight than the comic. He says a lot of the hilarious one-liners, but beyond that, TV Negan is a calm, cool, thoughtful Fonzie villain while the comic is much louder, boisterous.
Enter Simon.
When I watch Simon (who very rarely shares the screen with Negan) I feel like I'm watching Negan also. He captures a bit more of the surliness that is present in the comic.
That leads to me think Simon's character was created for one or both of two reasons:
-JDM's take on Negan is a little different from the comic, but they still wanted to include some of that energy so they wrote that into a new character.
-We need a Negan going forward no matter what. Maybe Simon was cast just in case JDM didn't work out long term.. contract issues, etc. Simon = Negan insurance.
