Suppose the Governor hadn't been killed by Micchone and had instead been successfuly subdued and captured by Rick's gang? If he had been their captive, would he have eventually reformed and joined them or was he too far gone mentally? The Governor had shown a soft or "human" side in his odd but genuine love for his Walker daughter (kind of like Negan's love for his deceased wife Lucille as far as the villains go). Maybe this would have come out and given enough years, he would have come to terms with her death and been able to move past it and become a better person? I always kind of felt bad that Negan was spared and is being given the chance to redeem himself after his horrible actions while the Governor was never given the same chance.
A similarity to consider between the Governor and Negan is their connections to Maggie in how they both murdered a family member of hers in front of her - the Governor decapitating her father and Negan clubbing her husband. The Governor's situation with joining the group would be the same with Maggie as it is with Negan.
