Boss move by Tywin to make Joffrey climb all the steps in the Tower of the Hand if he wants to attend a Small Council meeting. But surely a bit of a dick move by Tyrion to do the same to Bran the Broken?
Pod is certainly shit out of luck having to carry Bran up all those stairs Hodor-style, particularly if his boss is only going to stay at the meeting for a minute.
